Civs are a pretty big pain in the arse. As said they tend to say SPECTATING DONT SHOOT etc etc then they go loot guns and kill people with them, or loot guns and locker them; but if you kill them before they are able to loot guns they get all pissed and start complaining about it and get all OOC but...
