bring back /drag for merc

Disable rank 5 gang members from using /fwithdraw
Enable rank 5 gang members to /claim (20-25sec)

I'm suggesting this because everything a rank 6 can do a rank 5 can do aswell(except /claim)
So yeh i think this is somewhat better
