Try deleting your settings. Go to My Documents\Gta San Andreas User files and delete the file named gta_sa.set. Note: you will have to re-set your controls in the "define controls" menu.

Not possible. You cannot hotwire cars that have hotwire protection on them. All the other cars that you find, you're basically hotwiring them, which makes the point of you being able to buy hotwire protection for your housecar.

I like Chris' idea as well. Or maybe you can buy a GPS locator the same way you buy the hotwire protection and all that. Also the price of it would go up as your levels go up too. The LSPD should be given this function as well, like Chris said to track down stolen vehicles.
