Cant login,and dont remember why I could get banned.

I bought neon for my car,but when I turned it on game said"Elegy neon li8ght turned on" or somth,but there wasnt any neon light.
Same with mask,I do /mask 4 or any aother number and it shows a question mark "?" on my head,but no mask.
How I can fix it?

Parked Buffalo with mask on me,then I didnt know I can`t do that,but now I know,but thats too late...
