I would support not being able to bail yourself out. Officers often don't set bail because it's just too easy for the perp to get themselves out, anyway.

No, you don't need to be anywhere near someone in order to /free them. However, most lawyers still try to get into the jail area, so they can collect their payment in advance from people who can't use /transfer yet.
