Your car doesnt instanly despawn when you leave. It starts a 3 minute timer. But if someone is in the car the entire time your gone. Then yes, they will be in it when you get back.

Theres no limit on the ammout of people that can get in a bus. We had the whole server in one once ((35+ People)). When that happons, lots of people crash.
