Buying gang cars should be similar to buying house cars, you buy them at a car dealer shop and park them somewhere maximum 200 feet away from the gangspawn, prices should be 2x of the original value

I like this idea. This is something that definitively should be possible to do by a gang leader. You will eventually want to change/add/remove gangcars and being able to do so without admin intervention is both quicker and more practical, while freeing time for admins to do other more important things.
