Let's say we have a notorius ban evader. He keeps changing IP addresses (the number that identifies you on networks) so that he can return in spite of being banned.
He has these IPs (shown with internal IP addresses, to avoid coincidences)
10.54.46.48
10.54.48.35
10.54.72.245
10.54.255.255
Since admins can't keep him away by banning him, they initiate a rangeban, that might look like this:
10.54.*.*
However, if you, as a good player, have an IP of 10.54.0.1 (note that it's not on the list) you can't log in either, because the 10.54.*.* covers your number, too!

So that means that : If somebody got rangeban he cant come back to game again only if the admins decided to let him back ?

As far as I know, innocent people caught in rangebans are usually added to the whitelist (exceptions of rangebans), but if you are being ignored for a very long time, then it probably means that you've done something bad, too. But this is our of my awareness, so no idea, I was just having a guess
