The cigar thing has been tested on other servers and the most common solution is selling dildos and having people use mods that replaces the dildo with a cigar. For them it looks like they're smoking a cigar but for everyone else a dildo.

crowbars for hotwires,but it will take like 4 mins to unlock the car.then you can go and sell that car at a place (las venturas maybe) and you'll get x2 the money that you spent for the or the price can set if the car is expensive etc.also they can add alarm system for the cars so the owner will know that niggas trying to steal it,and he will be able to call the cops or go alone to save his\her car.also you'll be able to sell cars every hour or 30 minutes.cool suggestions but who will code them.Rachael are you here?:)....
