hello... ok here is my suggestion:
i think what Vagos and Ballas bosses should have access to a tutorial cmd i mean they're publics gangs i mean they're training newbies and some noobs cant undestand the rules and if you try to explain them you're wasting your time.. so Vagos and Ballas bosses should have access to that admin cmd it should work only with players lvl-4, i think what the bosses would not abuse of it cause they are not jerks for something they got rank 7 in a public gang...
an example:

Marcel_Wright cmd: /tuto [noob_name] confirm
Adm Warning: Marcel_Wright forced to noob_name to read the tutorial.
Marcel_Wright forced you to read the tutorial for break the server rules.

or something similar.

It already exits... but my idea is give an access to the publics gang bosses

It Sounds good. but I think that would be a great idea too if admins programme a cmd that automatically sends them back to the tutorial section, this would only work if they aren't joined to a public gang, cuz' if they are, their gang bosses can do it, so with this cmd admins shouldn't just log in to punish a freaking noob.

Constant rulebreakers won't stay here for long. They pretty much get kicked from faction or even banished/banned from server.

I think you can't expect that they /accept, what if they don't they just ignore it and that's all, but rachael is right, some people abuse when they see they have " POWER ", so it's just a good idea, but it must be considered by the admins and the public gang bosses, to see how they will do it, or you can execute a pilot proyect, that consists in giving the public gang bosses that cmd for 2 week aprox. so they can be tested, to see how good they are..

That's what I mean, what would happen with the ones that doesn't join to one of these gangs, so if there's any way posible to make something that automatically sends them back to the tutorial... ( just if its posible I mean )

I'm the Vagos Leader and I really don't need this...I already got the ability to /uninvite and /giverank to demote them. I'm not going to be harsh by using these cmds because I'm here to help people. I'm not transforming a newbie faction into a talent faction. LEARN FROM YOUR MISTAKES AND GROW FROM THEM is what people get, thats why I don't want this.

Just do what Marcel does, and both faction will work excellent. Example: He's taking his vagos, i'm taking some Locos and we setting some roleplay alltogether.
Forcing a new guy to do something will probably, more piss him off than chill him out. But making a guy to feel special and respectable around the community, will let him to make dreams for the future, eh.
