Newbie Achievements
I've seen many newbies complaining about not having enough money, and given how long this wipe of the server has been going I think alot of the prices have gone up to create more money sinks for the poopsockers, making being a newbie harder than ever. I have been thinking that there should be a system of rewarding money to newbies who grasp the basic functionality of the game. The idea being that they are encouraged to try all the jobs and learn to use commands and are given a few grand for using each one successfully, with which they can purchase levels, weapons, a basic car etc. to get them started quicker. People who are OCD about their 100% completion would also enjoy this.
Commands
/ach all and /achievements all - Lists the achievement categories, I was originally thinking it would list all of them but if you have an achievement for almost every command, that would be too many. So instead it would being up how much of each category you have achieved in brackets after the name of that category. Example: TOTAL: 23/100, Arms Dealer (3/8), Drug Dealer (2/8), Lawyer (0/8)
/achcat <category> - lists the achievements in that category and if they are (C) complete or the money earned if incomplete. Example for "/ach arms dealer": Close and personal(C), Eat lead($3k), Mats on the go($5k)
/achname <name of achievement> - tells you what you need to do to get this achievement. Example for "/ach close and personal": Sell any melee weapon to another player. (Hint: /sellgun)
When you complete an achievement and in this case it is selling a melee weapon to another player, some blue text comes up in your chat box something like: Achievement: Close and personal (+$2000)
Lastly, your achievement record could be in /stats: Achievements: [23/100]

This is a really good idea. I remember only a week ago trying to start off as a new account, it was nearly impossible. I generally just dropcar'd, tabbed, repeat, get paycheck, until I was level 3. Putting this in would really help the newbie population. But there should be a level limit when they stop coming, so a level 20 doesn't start getting rich by using their endless supplies to do the achievements.

This is a damn good idea. I haven't been a newbie in a long time, but even back in those days, I remember money being a massive issue. I can only imagine how hard it must be now that there's three mat types and everything costs more. Giving newbies an opportunity to earn more cash will probably ensure that more people stay (as opposed to giving up when it becomes clear how much of a bitch grinding will be), while it avoids the problem of random arabs having tons of starting cash to DM because, unlike just giving them more money to start with, an achievement system forces them to work for their dollars.
While I was typing that, I got another idea to help ease the grind on new players. Perhaps from say, level one to level five (or maybe even just one to three), rather than getting an upgraded paycheck every two levels, you could get it every level. I remember thinking back when I was a noob how shit it was that you'd have to dump literally every dollar you'd ever earned into level 2, then you'd have to grind back up all that money (plus another 25k) with no change in your paycheck. Not to say that's not necessarily a problem at higher levels too (for some people anyway), but going from level one to level two is relatively a much larger step than going from seven to eight, and I think something should be done to ease it compared to later levels.

The idea is that you only get the reward once, so if you were to do all the achievements it roughly would be enough money to get to level 3. If stuff like "do ten /mes" is included, there should be a timer of sorts which prevents them from getting another point added to their /me (or whatever) count within a certain time period of the last one. So for example, if they use /me ten times in thirty seconds, they'd only get one point. It'd make those achievements take longer to get, but that's a good thing, to discourage just blitzing through it for the cash.

I want to steer clear of any achievements that require me to add counters, because that will require adding too many fields to the player ini, and increase server lag. Also I want this to be kind of an integrated help system, rather than something else for players to poopsock.

List looks very good so far, and I think doing only one /me is suffice. So you could even do chat achievements:

Any achievement that requires people to spam the same command over and over is dumb and remember we don't want to give poopsockers with their huge money advantage any more free money for this stuff. we all know that people will set an autohotkey script that spams /deposit every second and goes AFK in the bank. Just dropping by to say that this will/would be great, it would make more newbies actually stay.
Some people would most likely invite their friends because they'd love the system, the fact that it helps the new player to get used to how SZR works, and so on.
I like the buddylist aswell, additions:
/msgall(/messageall) sends a message to all your online/paused friends
You request to be friends with someone, if the other player accepts you will be added to their buddylist, and they will be added to yours. This will probably be abused in some way(Because this is SZR, that is kinda obvious), so you should have the ability to block all requests, remove all requests and block a person.
/bloc [ID] (/buddylocate) Makes a blip for 50 seconds, 50 second cooldown.

Make anything that has to do with counted achievements (ex: /deposit 25 times, 50 times, 100 times, ect.) not show up on the achievement list, and more of a hidden achievement.
