It depends on which application you want to make.
LSPD - Visit the LSPD Recruitment section, read the manual, after understanding the manual and the recruitment process click on 'New topic' and make an application. Make sure to follow the correct format.
Gang/Family - Visit the Gang Creation section, read the rules and the application format, after that apply for a gang. (Make a new thread)
Same thing for the SANews aswell.
