You could ad rental bikes and cars. Players should be able to rent bikes and cars for a good price and get a partial refund if they return it to the rental place. It should just respawn to the rental shop after a while if no-one returns it.
This would be really useful if you installed locks for all the public vehicles as I mentioned in an earlier suggestion.
