Cant Connect To The Server

i rarely can get on, and when i do it only lasts like 20-45 min. i try to log back in and i cant connect. the game shows 0/0 people online with a ping usually around 119. why is this happening? i can get on, then randomly i get disconnected. i cant do anything. i try to sellfish...bam...disconnected. i dropcar and get killed by a hitman...bam...disconnected. wtf is up with this
