Police Charges
How comes the police are placing charges on people before they have even caugh't them, it is so out of roleplay. They wouldn't have a clue who i was so they could only put a wanted for attempted murder on me not a whole list of charges before they even caught me and have me in custody, maybe look at revising the rules?

While I like your idea and way of thinking, I believe the way the system is now was because a lot of cadets suck and officers just get lazy.

The charges are what give you a wanted level. No sense being "wanted" if you're already caught.

Have you ever played single player GTA? It works the same way. The reason we don't /su you AFTER we've caught you is that it makes lawyers useless. The idea is if you get away from the cops, you can get your wanted levels removed by a lawyer

losing the cops is easy, but getting a wanted level of 6 right away is just a bit stupid, trying to think of other ways to go about this ill let you know if i get any ideas lol

Say you're at the newbie spawn and you jack a vehicle and I see it happen.

Level 1
I tell you to pull over and you drive away
/su Kamikaze Eluding
Level 2
While driving away you run over 4 light poles
/su Kamikaze Reckless Driving
Level 3
You then smash into a car being driven by another person
/su Kamikaze Hit and Run
Level 4
While driving away, you try to run over an PD officer
/su Kamikaze Vehicular Assault on an Officer
Level 5
Finally you wreck your car, get out, and start blasting away at officers
/su Kamikaze Attempted Murder of an Officer
Level 6
Blast successful
/su Kamikaze Murder of an officer
Level 7
And so on, and so on. Technically resisting arrest could be throw in there somewhere too.
It's really not that difficult for someone to get a high wanted level during a pursuit. It's more dependent if the officer can /su while pursuing or if he has a partner in his car that can do it. The above example is typically if the suspect is being a douche or if the officer wants to be really anal about it.

If we put up the charges when we catch people, there would be no chance for them to remove the wanted levels and you would have no idea when the police were going to be coming after you or not

As everybody else said, it's much better for the criminal if you are /su'ed early. You don't always get charged for every crime that you are /su'ed of, that's just for wanted level. Also, since the /mdc isn't working properly, if someone shows up as wanted but I cant verify the charges (via MDC or over the radio) I'll usually clear their wanted level.
Having a wanted level really only affects you if you die with it as I believe you're automatically thrown in jail. You'll also show up on a wanted list, but again, as said above, if we cant verify charges, you'll probably be cleared.

I was charged by an officer the other day for "car theft" - I guess it is possible to steal newb spawn cars that belong to no-one.

Yep. But all the new people don't realize that pulling over and roleplaying with the cops is a lot better than running.
Theres only a few things that you can get locked up for on the spot (like murder/attempted murder).
Otherwise the cops are generally very nice and let you off with a warning/ticket.

Trying to shoot us so we don't catch you is 6k
Killing a cop is 15k
It all adds up.
Getting pulled over for reckless driving. 800$ ticket.
