There is a prison system implemented already. It's not as indepth as what was suggested, but it is a place where known griefers have been put in to cool off.

I believe if you get put in it, you have a mandatory 60 minute sentence with no way out short of admin intervention.

I think everyone in prison should get a knife for a shanking minigame.
