I hope it will never happen, everyone has his way to lead a faction, and not everyone likes it.. so if there are 2 gangs and you dont like any of those two, and also dont want to join the LSPD or you are just not good enough, you cant do anything.. stay a civilian yeah, but thats just boring, and as a unofficial gang you cant do anything..
