Bug with the Electricity Bill

I dont own a house but the Electricity Bill still takes money from my paycheck and this is the prove of that.
I dont know if it happenes to everyone but it shouldnt.

That bill is so high cause you have 5m in your balanace.
More money you have in your balance=bigger electricity bill.
