How about in addition to having newspapers written by the news that they can sell themselves, there's a main newspaper that's the same for everyone where gangs or people can buy space. Gangs could have permanent recruitment ads, brag about their win over another gang or people could put their cars for sale or whatever. You could read it just by typing /newspaper. It could be free or cost a few dollars.

with the move to MySQL the admins could make it so newspeople write articles somewhere on the website and players can see them ingame
papers are just too hard to make and bugged
