An idea created to encourage RolePlaying

Haters gonna hate, trolls gonna keep on trolling.. Don't want your shit in this thread, just want improvements on my idea or a yes or a no by an admin.
Okay, basically my idea will promote Roleplaying within the SZR community. We had a simular thing a while back, 'Roleplaying Points', but I don't think you ever got anything out of it? I want to encourage the idea of roleplaying to gain points to unlock new things for your account/family.
First off:
Certain people are personally selected to either agree to the job or disagree, admins get to decide on who though. The people assigned will be given 5 Roleplay Points per day to hand out to players and families who are regularly Roleplaying. The admins therefor don't need to watch over the entire server, they can simply just get notified when somebody has handed out a Roleplay Point. They can then watch over the people, to see if they were roleplaying. The people who were selected cannot give points to themselves, nor family members. If they are noticed handing them to the same people over and over, they can be warned (3 warnings and out of the job). The players will be told first off what their duty is and what to do, if they abuse it, repercussions will apply.

Secondly:
/roleplay - Gives you a list
-Points (How many points you own)
-List (Price of what you can buy with your points)
-Upgrade (Upgrade whichever you select, a blip will rise and you go to the destination to buy your selected upgrade.
Individual Players: You get noticed roleplaying, you will be rewarded. Save up a certain amount and you can unlock something. For example:
Carl_Johnson has recieved 3 roleplaying points, good work!
/me goes to the car shop
/me gets in a vehicle
A notice will come up with the price of the vehicle and how many Roleplay points it will cost.
Things that will be on the upgrades:
-House levels 1-10 (Each level costs 50 RP points, to get level 10 you must save 500. You still have to pay normal price aswell.)
-House cars - You can buy a second, third, fourth etc. if you have enough points. The upgrade for this to unlock a car spot will be 50 RP points.
-Locks and insurances, should both RP points.. (Locksmith and Lawyer jobs are a pain.. Can still have them, but this is another way)
Same prices still applies for vehicles and houses, you just need the points.
Families:
You guys can unlock gang cars for double the amount of an individuals price, so 100 for a new interior or interior extension, 100 for a new gang car, 200 for 5k A mats, 225 for B mats, 250 for C mats and 300 for D mats.
RULES:
Caught DMing, you lose 20 points, caught Metagaming, with proof, 20 points.
I only suggested this so that the server has more of a reason to roleplay and so SZR can be noticed more as a RP server instead of when people log in and seeing people wiping out the population at the civ spawn.
