Can't you guys make some exam for the ones who are registering? It can check.
- If the guy understand what the hell is RP, MG, CK and more.
- If the guy can speak English anyway, as if he can't he wouldn't understand what the hell is going on.
- If he understands what to do when he sees a hacker etc.
All and all, I don't see negatives in this, ideas?

He would learn them from gang test/interview, i guess exam isn't valid for the resource it needed.
I'm sure if a newbie player came to szr to register he will be shocked and it will be difficult to him/her to understand them.

What does passing a test proving that you can actually speak English and have a bit of Roleplay basis in your head got to do with you proving yourself when you want to join a gang.

Like suggested before there should be an english test, because half the people that join now a-days don't even know what "follow the rules" means.
However, when a player reaches level 3 and doesn't know the rules; there's something wrong, so why not make a rule exam that you have to go trough once you hit level 3?
