I think that it's way to easy to get a car in this city. One suggestion is to install locks on all the public vehicles, so you need to /hotwire them. I know that this would annoy a lot of players but it would ad something for the roleplay.

You could also ad like a carjacker skill. So every time you successfully /hotwire a vehicle you get one carjacker skillpoint. And everytime you level up your carjacker skill it should be easier to /hotwire.
