Looking at some ideas there would some what of merging into this one.
To carry on from the previous way how mayor works as it seems,
The mayor had powers to change 24/7 locations, etc. shops , dropcar , job registration areas (Merc,Wheelman,etc.), lockers, tax rate, build new buildings (Additional interiors).
What I'm suggesting here is that we should have mayor, since we're having more RP induced stuffs so we could actually do almost all the above.
Properties
Official factions would have to actually purchase a lot of land from the mayor to register it as their corporation's land. (Somewhat like a mini LSPR)
Funds & Payments
The mayor's fund would come from the taxes of paycheck, and the fund will be used for purchasing more buildings/interiors and events.
For all purchasing, the mayor will be in charge in paying the admin the e-monies to settle it, depending on how much the admin quotes on each individual deal. Probably every single change for the location of the hot-spots would too cost some e-monies as well.
Court cases/disputes.
Mayor will be judging certain court cases at some point of time, depending if there is any. Could be any dispute of sales etc. charging for assault/scam/theft etc for people vs people cases. Which would actually be incorporating somewhat to Chris Bell's idea. Just that if there's a lawyer representing they would have to get a license etc. (Idk how we're gonna get to that but it's an idea)
For court cases people would actually have to pay legal proceedings before they start one so ya more income for the fund. But definitely ensuring appropriate payment to the winner of the case.
Elections
The usuals as how we voted. Terms are as usual once a month, and then the people will get to vote whether they want a new mayor if there's someone who wants to elect against the current mayor. If votes get through then the whole election process will begin again but the current mayor will still resume his duties till the new mayor has been elected.
