I just meet some people, and they are unable to register on forums, they would like to get involved into the forums so what should they do?

Send in a report asking someone to turn on the forum registration, Mkr will read it eventually.

Alternatively..
if you open / get an IRC client.
enter server: irc.synirc.net
/join #szr
then you can /query Rachael
and privately tell me your ingame name
and also the unique password you want for your forum account.
and I will make your account when I get time.
