Disable rank 5 gang members from using /fwithdraw
Enable rank 5 gang members to /claim (20-25sec)
I'm suggesting this because everything a rank 6 can do a rank 5 can do aswell(except /claim)
So yeh i think this is somewhat better

I *think* the idea behind having rank 5s be able to both claim and fwithdraw is that you're only supposed to have trusted lieutenants able to claim points. If that's the intent, it's working as intended.
