Badr_Hari still banned

Hello,
I read the message on my previous unban thread, I deleted the gta_sa.set file but I'm still banned. This time I got connected to the game, but then it said: server closed connection (watch the screenshot) and now when I try again, it says I'm banned again. My IP right now is: 95.141.28.55 but everytime I go to the whats my IP site, it shows a diffrend IP for some reason?
