Jan 20th: /install for locksmiths

WARNING: the following changes have not been tested, because I couldn't test it, so report any bugs here and I will get it fixed as soon as I can.
By popular demand, added locksmith command /install
This will install locks / immob to housecars, you will need lock parts to do this.
/pget and /pdeliver for lock parts
There is no cash written into the command, locksmiths will have to ask for payment in roleplay.
There is a cooldown for lock commands
there is also an /install mods command, to save a players mods on their housecar.
to prove you are a locksmith, you can /install check, this gives a message to surrounding players that is not able to be faked.
I have also added /givekey
each player can have a max of 5 keys, that remain until you logout, or the vehicle is despawned.
you can look at or remove your keys by typing /dropkey
