mafia casino with cage for security and roleplay
/gate works for mafia only when in the casino. forgot to put in cop access oops.
going to add a garage for the casino valet parking or something, depends if something else comes up.

fixed merc bug breakin ( that was a big one )
rewrote /roster so it works, although all it offers leaders at the moment is a list.
it will be finished later this week.

gangs can invite again ( untested )

edit: players in mafia / yak / police etc will need to quitfaction then be reinvited to appear in the roster
