Locks & Immob.

What lvl Locksmith do you have to be in-order to upgrade your locks & immob, to the point where no-one can hotwire it? I've seen 3 or 4 players who's cars you can not hotwire.
player housecars are not meant to be un-hotwirable, ill check that out.
Some faction vehicles are in-hotwirable eg police.
Anyway, level 6 is the max
