In total, you need to level up 3 times to max out one skill, so yeah. Only 3 skill levels right now.

I hope they make armor upgrade useful. As it is, its not worth getting really.

yeah. it should be like 2%, 3%, 5% (for 10% total at level 3) or something. 10% is one or two shots, which isn't out of line for minimum $225,000 worth of upgrade points

I was only able to level up once so far, I am great at giving out free car modifications. :(
