Take advantage of the in-game newspaper system. Little blurbs too small to post in The Newsroom can go there, or maybe just sell it out as advertisement space like a classifieds section to generate income that can then be used to pay newsmen a salary or commissions.
/read paper is just a title, border and emptiness.

This has been suggested for the MTA version of SZR, and I look forward to it. We also might have paper boys delivering the papers.
It would definitely be nice if News reporters had a source of income related to their job. We're the only public service faction that doesn't have this (Taxi, LSPD, and FBI all do).
But for SA-MP, I don't think the coders want to do any coding beyond what is necessary (such as fixing bugs/exploits).
