Maybe have the scripters make something creative like a public execution. You have players type in /joinexecution and it will bring them to a spot somewhere by a building where they can witness someone being dropped to their death.

Why not make a kick of the day. This would work a lot like /lotto. You would type /kod [number] and a admin or whoever would draw the number. The winner will get to kick the criminal off the building.
