The only concern is factions like LSPD, FBI and hitmen who have access to special weapons like deagles, sniper rifles and knives would be able to hand them off to people unless you could specifically code them to not be able to. How about the admins make the main server password protected, and have a second server without a password for newbies to play on and and if they pass the requirements to play on regular SZR then give them the password. I seriously don't think this would make Los Santos a ghost town. What it would do would weed out the bullshit players that we have to deal with, and make the admin jobs a little easier. Let's face it, people can type /refill a unlimited amount of times and with no consequence, gas stations have an unlimited amount of gas. Anyone can pay at the pump to get a refill.
