Uhm, try re-installing GTA, and samp, that happened to me, and that's what I did to fix it

You need to install and run everything in 'Administrator mode'

Replace the crack, i'm about 99% sure you're using a cracked version.

Make sure list

-The version of SA was downgraded
-Delete gta_sa.set
-Run as administrator
-In options, run with windows 98
